Vietnam is one of the most vulnerable countries of climate change impacts worldwide. In order to cope with climate change and achieve sustainable development, it is necessary to have the capacity to cope with climate change from urban development plans. In order to respond to climate change, it is important to first minimize the emission of greenhouse gases that affect climate change. Low-carbon, eco-friendly industries, and lifestyles should be introduced from urban development plans. One of the most important is the establishment of a resource-cycling society. Resource-cycling society refers to a society with a system in which resources used in poetry are not simply discarded after use but used as resources or energy. This study examined the social institutions and directions necessary for the transition to Vietnam's resource-sponsored society.
